The flipside of this is that if you’re not "rude" enough, or assertive enough as a developer, then your manager and customers will walk all over you, slipping features in at the last minute, changing their mind about things they’ve already committed to, and generally making your life as a developer hell. It’s a delicate balance. It does no one any favors to err on the side of passiveness.

Not to mention the fact is: if you don’t shout loud enough you will never get a payment raise

Well if the guy optomised some code to go 25% he should get a pay raise and some respect. Because no one has OPTOMISED code before ;)
